The Philly restaurateur, who grew up going to the Jersey Shore, says preparing the establishments at Ocean Casino Resort is a 'full circle moment.'
Stephen Starr plans to open two new restaurants this summer in Atlantic City — one that serves Thanksgiving fare year-round and another with a menu centered on steak frites.
The restaurants, located inside the Ocean Casino Resort on the boardwalk, are the restaurateur's first in Atlantic City since he closed his Buddakan and Continental locations there during the COVID-19 pandemic. Those restaurants — offshoots of two of his best-known Philadelphia restaurants — operated at the former Playground Pier from 2006 to 2020.
The names of Starr's new restaurants, which will replace the Ocean Casino's former Sky Cafe and Harper's, and their opening dates have not been announced. The menu for his Thanksgiving-themed restaurant also includes comfort foods like pigs in a blanket, tuna tacos, pierogis and home-style meatloaf, a spokesperson for Ocean Casino Resort said Thursday.
"It feels like a full circle moment for me to work on restaurant projects in Atlantic City, a place where I formed some of my finest childhood memories, both at the beach and on America's most popular boardwalk, where I worked as a teenager," Starr said in a news release.
Starr, who built an eclectic empire of restaurants in Philly over the last three decades, has ventured outside the city over the years to open restaurants in New York City, Washington and a handful of locations in Florida.
Ocean Casino Resort previously had planned to open four new restaurants from Philadelphia restaurateur Michael Schulson last summer. But Schulson — known for Double Knot, Harp & Crown, Sampan and nine other restaurants — backed out of the arrangement months after the announcement.
"It has become more of a haven for me and my family — a place where we escape, reconnect, and relax together," Schulson told the Philadelphia Business Journal in July. "It was a difficult decision but with closer consideration and after talking more with my family, we won't be opening our concepts there this summer."
Ocean Casino Resort, formerly the Revel casino, has 1,860 guest rooms and suites after completing an $85 million renovation in recent years. In addition to the Gallery Bar Book and Games lounge and Balcony Bar, the hotel's restaurants include the Jose Garces concept Amada, Italian restaurant Linguini by the Sea and Ocean Steak.
Starr, who owns 18 restaurants in Philadelphia, has two more on the way in Center City. Borromini, an Italian restaurant, will open this summer in the former Barnes & Noble at Rittenhouse Square, and Starr also is planning to open another next year at the former Devon Seafood Grill at 225 S. 18th St.

Hilton To Return To Atlantic City As Part Of A New Hotel-Condominium Project, Developer Says
Hilton has reached a deal to operate a hotel at a former Atlantic City casino once the building is refurbished into a combination hotel and condominium complex, according to the developer behind the project.
Colosseo Atlantic City Inc. has plans to rehabilitate the former Atlantic Club Casino, a boardwalk property that has been vacant since closing in 2014, turning one tower into 100 condominiums while the other tower will be hotel rooms.
Rocco Sebastiani, president of Colosseo, said the property could reopen by 2026. Colosseo purchased it in 2019 from TJM Properties and it had previously been eyed by Stockton University as a site for a satellite campus.
“There’s a strong demand for a second home, and there’s just no inventory,” Sebastiani said. “There is a generation of people that are looking for – we don’t want to say luxury – they just want a Shore home. They want something new.”
Hilton operated a casino-hotel at the building until 2012. Last called the Atlantic Club, it closed in 2014, a year that saw several city casinos shut down.
“Hilton is committed to growing our presence in New Jersey and meeting our guests’ needs in the destinations where they want to travel – with the right hotel in the right place at the right time,” a company spokesperson said. “We recognize the opportunity for growth in Atlantic City and look forward to announcing exciting details in the future.”
Sebastiani said he’s dealt with a cumbersome permitting process while Atlantic City officials said Colosseo had been in “non-compliance” with state construction codes.
The state’s Division of Codes and Standards will now have jurisdiction over the project, said Lisa Ryan, a spokesperson for the Department of Community Affairs. Atlantic City officials praised the decision to keep the project moving forward.
“This decision was made because the city construction official (Anthony Cox), who had also been performing building subcode duties, resigned last month from doing building subcode work,” Lisa Ryan, a spokesperson for the Department of Community Affairs, said. “Without a building subcode official, the city cannot conduct a building plan review or approve certificates or permits related to the project.”
Atlantic City Solicitor Michael J. Perugini said in a statement, “Mr. Cox was, at all times, within his rights to enforce the New Jersey construction code to protect the interest of the City of Atlantic City and the community in which the developer is moving forward with his project.”

$100M Year-Round Water Park Gives Families More To Do In Atlantic City
It was awful weather for the first full day of summer Thursday: rainy, cold and windy.
But it was perfect for what Bart Blatstein is selling.
The Philadelphia developer is about to open Island Waterpark, a $100 million indoor aquatic recreation facility designed to appeal to family tourism and give visitors something else to do besides gambling as Atlantic City seeks to become less dependent on the spin of the slot machine reels, the roll of the dice or the flip of the cards.
It is an effort that Las Vegas has used with great success in recent decades as that city emphasized resort amenities, entertainment and most recently, professional sports, in addition to gambling.
The Island Waterpark, which will formally open June 30, is another big bet on non-gambling entertainment in the seaside resort. In recent years, Atlantic City, its nine casinos and some non-gambling businesses have unveiled attractions including a giant Ferris wheel, high-end restaurants and shopping and entertainment venues.
“It’s hard to believe we’re really here,” said Blatstein. “I’m so excited for this project and for the people of Atlantic City. You can bring the family and have something for the kids to do, too.”
“Statistics show people will travel up to seven hours to go to a water park,” he said. “And it’s not just us here. We have nine casinos, 300 great restaurants and 20,000 hotel rooms. We all benefit from this.”
Blatstein, president of Tower Investments, whose Keystone State projects include the mixed-use Northern Liberties development in Philadelphia, has been particularly active on the non-gambling front in Atlantic City.
He bought the Showboat, a former casino hotel, from Stockton University in 2016 and operated it as a non-gambling hotel. Since then he has added an indoor arcade and go-kart track there.
Another attempt at non-gambling attractions did not fare so well. Blatstein bought the former Pier Shops from Caesars Entertainment for $2.7 million and reopened it in 2015 as The Playground shopping and entertainment complex. But that project fizzled despite what Blatstein said was $52 million worth of investments, and he sold it back to Caesars five years later for an undisclosed price.
“We make all our money in Philadelphia, and he spends it all in Atlantic City,” said Brandon Dixon, Tower Investments’ president, repeating a joke he says Blatstein hates.
The project is the first in a long string of Atlantic City water park proposals to actually, well, hold water.
In April 2017, a local investment group led by investor Ronald Young signed a deal to buy the former Atlantic Club casino, announcing plans for a family-friendly hotel, anchored by an indoor water park. But when financing dried up, so did the water park plan.
Young said he had previously been rebuffed in his plan for a water park at the former Bader Field airport site.
In 2012, a group headed by developer Tom Sherwood proposed a sailboat-shaped hotel and water park project in the Marina District.
The Island Waterpark, built on a vacant lot between the Showboat and the Ocean Casino Resort, includes 11 slides, a 1,000-square-foot (90-sqaure-meter) surf simulator, and a lazy river encircling much of the park. It also has a Kids’ Cove, a 30-foot-tall (9-meter-tall) tree house that can be booked for private parties, cabanas and an adults-only nightlife section.
Tickets range from $69 to $119 per person depending on the time of year, with discounts available for military, first responders and seniors.
Its garage is aggressively patrolled by a private parking enforcement company that requires parking to be paid before a driver leaves his or her vehicle to enter the complex. Several attendees at a preview event Thursday night returned to find violation notices on their vehicles threatening to turn the matter over to a collection agency if fines were not paid within a week.

Crucial Summer For Atlantic City Starts With New Investments
This summer is a crucial one for Atlantic City as it tries to recover lost business during the third year of the coronavirus pandemic, and casinos and non-gambling resorts are putting millions into renovations and new attractions to compete for visitors.
Casinos and non-gambling companies are making big investments in what they hope will be a corner-turning season with customers more willing than in the previous two years to visit Atlantic City attractions amid the still-not-over pandemic.
“This is a really important summer for Atlantic City,” said Phil Juliano, senior vice president of Bally’s casino, which opened a 360-degree rotating bar and a part of an indoor-outdoor beer garden on Thursday. The projects are part of $100 million the company is investing in the property.
He said Atlantic City was showing signs of growth in early 2020, only to have those hopes dashed by the coronavirus pandemic which closed the casinos for 3 1/2 months in March, and led to operating restrictions for more than a year afterward.
“This is an interesting summer: You have inflation, you still have COVID and high gas prices, but you also have pent-up demand,” Juliano said. “People are coming out again, and we need that.”
Also on Thursday, Atlantic City Mayor Marty Small announced the receipt of a $6 million federal grant to rebuild a section of the Boardwalk between Florida and Missouri avenues that is over 100 years old. Work will begin in the fall and be completed next summer.
The Atlantic City casino industry is vital to southern New Jersey’s economy, said Christina Renna, president and CEO of the Chamber of Commerce Southern New Jersey.
“As we continue to rebuild and recover from the COVID-19 pandemic, the industry’s growth and prosperity is more important than ever before,” she said.
Atlantic City enters the summer amid some encouraging signs — and some concerning weaknesses. The casinos’ collective revenue and profitability are up this year, but not all the casinos have surpassed the levels they were operating at in 2019 before the coronavirus pandemic hit.
On Saturday, the Showboat hotel, the former casino, will open its $1.5 million indoor go-kart track, even as it works to build a $100 million year-round indoor water park, private financing for which was secured on Thursday, owner Bart Blatstein said.
He said his go-kart course is “another non-gambling amenity in a market where only 8% of visitors are families. It’s a way to bring in a new market.”
Resorts is working on a multi-million dollar renovation of its rooftop outdoor pool, including a retractable roof and party areas that should be ready in late June. On Friday, Resorts will open Coral Lounge, a new under-the-sea-themed pop-up bar.
The Ocean Casino Resort is in the midst of $85 million worth of projects, including the completion of over 460 hotel rooms and suites; a new sportsbook and lounge, and multiple new food and beverage outlets. It also will offer bicycle rentals outside its main entrance this summer.
Hard Rock will spend $20 million this year on renovations including adding 70 slot machines and seven more table games; renovating its convention space, beach bar and employee areas.
Caesars casino will start work this year on a new theater and resident show due to open in the first quarter of 2023. The project will incorporate the facade of the former Warner Theatre from 1929, which is currently part of the casino’s exterior facing the Boardwalk.
Also planned for Caesars in 2022 is a new restaurant, opened by a hospitality company involving actor Robert De Niro that also will renovate hotel rooms there. Caesars Entertainment is partnering with Nobu Hospitality for a project to be called Nobu Hotel Atlantic City.

Proposal Would Give Pennsylvania, NJ First National Park
PHILADELPHIA — Up a winding mountain road two hours from any major city, a small parking lot appears through the fall foliage and it’s as busy as any Wawa. Cars from Pennsylvania, New Jersey, and New York wedge into spots and forge a few new ones.
“Are you leaving?” drivers asked any hiker standing near a car.
Nearly all of them were there on this Friday afternoon in October to see Raymondskill Falls, the tallest waterfall in Pennsylvania, and one of the main attractions in the Delaware Water Gap National Recreation Area. Encompassing 70,000 acres of mountains, forest, and the Delaware River, the Water Gap is one of the most popular outdoor destinations in the country with more than 4.5 million visitors annually.
What’s missing, fans of the area say, is the distinction of being named a “national park,” the crown jewels featured in documentaries and coffee-table books, often on the checklist of outdoors enthusiasts from all over the world. Groups like the Sierra Club, in both New Jersey and Pennsylvania, along with other outdoors enthusiasts, are trying to change that, dropping “national recreation area” for “national park and preserve.”
“You never hear people say, ‘I’m going to go see all the national recreation areas in America,’” said John Donahue, who spent 14 years as park superintendent of the Delaware Water Gap. “This place, basically, already is a national park.”
Pennsylvania, New Jersey, and New York have no national park, the nearest being Shenandoah, four hours south of Philadelphia. Pennsylvania is home to several national historical parks, including Independence Mall and Valley Forge, which are both prized for their place in history. National parks like Yosemite and Grand Canyon, however, are designated for their natural beauty and resources. There are only nine east of the Mississippi River.
John Kashwick, vice chair of the New Jersey chapter of the Sierra Club, said turning the Water Gap into a national park is a social justice issue. The Sierra Club has supported the proposal for almost a decade.
“It’s not just scenery,” Kashwick said. “Its proximity to large urban centers like New York and Philadelphia make it accessible to millions. There’s so many people who could be served by this park.”
Donald Miles, vice chair of the Pennsylvania chapter of the Sierra Club, said the move from a recreation area to a national park would, ideally, command a larger budget to address amenities and infrastructure.
“We basically see the same amount of tourists as Yellowstone but without the commensurate budget,” he said.
The Water Gap has an annual budget of $8.2 million from the National Park Service, while Yellowstone National Park’s budget is $27.6 million.
Like Yellowstone, the Water Gap encompasses several states, and both the New Jersey and Pennsylvania chapters of the Sierra Club plan to present proposals to elected officials, Indigenous leaders, business owners, and residents in both states in the coming months. From there, it would require U.S. House and Senate support. This happened in West Virginia in December 2020, when the New River Gorge National Park and Preserve was created. New River is America’s 63rd national park and while the effort had overwhelming support, some locals in West Virginia feared the area simply did not have enough amenities — campgrounds, stores, parking spaces, and bathrooms — to stay in step with the uptick of tourists the name change would bring.
“The national park system of the United States of America is the gold standard in the world of conservation and stewardship,” one West Virginia business owner told the Guardian in May. “I don’t want this to be the place where the brand is diminished.”
The Delaware Water Gap already sees double the number of tourists New River does, but Sean Strub, mayor of Milford, Pike County, said he hasn’t heard any opposition to the possible renaming. Milford, the northern gateway to the Water Gap, already has a hotel, rentals, and restaurants, Strub said.
“The Water Gap is already a deciding factor in all our development plans here,” Strub said. “It’s why people move to Pike County and why they visit. The Water Gap can definitely handle a lot more people, but maybe not a lot more cars.”
John Christie, a Monroe County commissioner, said it’s too soon to say how the rebranding would play out. He does have concerns about the smaller roads that intersect the Water Gap and would hope that budget increases could address them.
“The infrastructure in that area does not support a whole lot of traffic,” he said. “I’d like to hear more, the arguments for both sides of this.”
The COVID-19 pandemic brought an influx of tourists to the area, Donahue, the retired park superintendent, said, and that highlighted some parking issues and prompted some trail closures to popular waterfalls, like Raymondskill. He said national park user fees and possible budget increases could help address those issues as a national park. Some national parks require entrance fees.
“It would require more improvement in parking, camping, river access -- just more opportunities,” he said.
Like New River, the Water Gap would be a national park with a preserve, which would secure hunting and fishing, two major traditional uses there. Miles said opposition from hunters was a concern when the Sierra Club first floated the idea several years ago.
“Hunters and fishermen will be among the first people we speak to,” he said.
Atop a vista overlooking the river and New Jersey, Donahue, 68, pointed out how precious the Water Gap is, given its location in the Northeast and how it was nearly lost. In the early 1970s, the U.S. Army Corps of Engineers planned to dam the river, and the resulting reservoir was supposed to supply drinking water to both Philadelphia and New York City. Activists and residents pushed back and the plan was scrapped. The National Park Service took over in 1975.
“There’s places where you can see all three states at once,” he said.
If the national park plan is approved, Donahue said, the change would happen “immediately.”
“This place already functions that way,” he said. “We’d basically just need some new signs.”

Groups like the Sierra Club, in both New Jersey and Pennsylvania, along with other outdoors enthusiasts, are trying to change that, dropping “national recreation area” for “national park and preserve.”
“You never hear people say, ‘I’m going to go see all the national recreation areas in America,’” said John Donahue, who spent 14 years as park superintendent of the Delaware Water Gap. “This place, basically, already is a national park.”
Pennsylvania, New Jersey, and New York have no national park, the nearest being Shenandoah, four hours south of Philadelphia. Pennsylvania is home to several national historical parks, including Independence Mall and Valley Forge, which are both prized for their place in history. National parks like Yosemite and Grand Canyon, however, are designated for their natural beauty and resources. There are only nine east of the Mississippi River.
John Kashwick, vice chair of the New Jersey chapter of the Sierra Club, said turning the Water Gap into a national park is a social justice issue. The Sierra Club has supported the proposal for almost a decade.
“It’s not just scenery,” Kashwick said. “Its proximity to large urban centers like New York and Philadelphia make it accessible to millions. There’s so many people who could be served by this park.”
Donald Miles, vice chair of the Pennsylvania chapter of the Sierra Club, said the move from a recreation area to a national park would, ideally, command a larger budget to address amenities and infrastructure.
“We basically see the same amount of tourists as Yellowstone but without the commensurate budget,” he said.
The Water Gap has an annual budget of $8.2 million from the National Park Service, while Yellowstone National Park’s budget is $27.6 million.
Like Yellowstone, the Water Gap encompasses several states, and both the New Jersey and Pennsylvania chapters of the Sierra Club plan to present proposals to elected officials, Indigenous leaders, business owners, and residents in both states in the coming months. From there, it would require U.S. House and Senate support. This happened in West Virginia in December 2020, when the New River Gorge National Park and Preserve was created. New River is America’s 63rd national park and while the effort had overwhelming support, some locals in West Virginia feared the area simply did not have enough amenities — campgrounds, stores, parking spaces, and bathrooms — to stay in step with the uptick of tourists the name change would bring.
“The national park system of the United States of America is the gold standard in the world of conservation and stewardship,” one West Virginia business owner told the Guardian in May. “I don’t want this to be the place where the brand is diminished.”
The Delaware Water Gap already sees double the number of tourists New River does, but Sean Strub, mayor of Milford, Pike County, said he hasn’t heard any opposition to the possible renaming. Milford, the northern gateway to the Water Gap, already has a hotel, rentals, and restaurants, Strub said.
“The Water Gap is already a deciding factor in all our development plans here,” Strub said. “It’s why people move to Pike County and why they visit. The Water Gap can definitely handle a lot more people, but maybe not a lot more cars.”
John Christie, a Monroe County commissioner, said it’s too soon to say how the rebranding would play out. He does have concerns about the smaller roads that intersect the Water Gap and would hope that budget increases could address them.
“The infrastructure in that area does not support a whole lot of traffic,” he said. “I’d like to hear more, the arguments for both sides of this.”
The COVID-19 pandemic brought an influx of tourists to the area, Donahue, the retired park superintendent, said, and that highlighted some parking issues and prompted some trail closures to popular waterfalls, like Raymondskill. He said national park user fees and possible budget increases could help address those issues as a national park. Some national parks require entrance fees.
“It would require more improvement in parking, camping, river access -- just more opportunities,” he said.
Like New River, the Water Gap would be a national park with a preserve, which would secure hunting and fishing, two major traditional uses there. Miles said opposition from hunters was a concern when the Sierra Club first floated the idea several years ago.
“Hunters and fishermen will be among the first people we speak to,” he said.
Atop a vista overlooking the river and New Jersey, Donahue, 68, pointed out how precious the Water Gap is, given its location in the Northeast and how it was nearly lost. In the early 1970s, the U.S. Army Corps of Engineers planned to dam the river, and the resulting reservoir was supposed to supply drinking water to both Philadelphia and New York City. Activists and residents pushed back and the plan was scrapped. The National Park Service took over in 1975.
“There’s places where you can see all three states at once,” he said.
If the national park plan is approved, Donahue said, the change would happen “immediately.”
“This place already functions that way,” he said. “We’d basically just need some new signs.”
