Puerto Vallarta’s boardwalk, better known by its Spanish name malecón, will soon undergo renovations, the Public Works Adjudication Committee for Jalisco announced on Monday.
During Monday’s session, Mayor Luis Munguía voiced his support for improvements to the popular malecón, a source of pride for local residents of the famous Pacific Coast destination.
The project’s goal is to create a more attractive and safer space for visitors, Munguía said. The plans include the renovation of curbs, seawall cleaning, and the installation of prefabricated benches.
Around 2.6 million tourists visited Puerto Vallarta in the first seven months of 2024, and the mile-long malecón is beloved by residents and tourists alike.
The Public Works Adjudication Committee recently completed improvements to the malecón, including the replacement of 35 traditional lamps with LED technology, infrastructure repairs and a thorough cleaning, all aimed at enhancing sustainability and energy efficiency, the municipal government shared on its Facebook site.
More improvements in the pipeline
In January, Jalisco Governor Pablo Lemus Navarro announced plans to build a new 140-meter-long pier near Hotel Rosita on the Puerto Vallarta malecón.
The project is expected to cost 430 million pesos (US $21.3 million), according to Lemus. It will feature a canopy with a metal structure and steel mesh, pedestrian and stage lighting, outdoor seating and a large viewing platform.
Lemus expressed his vision of a more standardized image for Vallarta’s future.
“We want the people of Puerto Vallarta, the historic center, to have a standardized urban image,” Lemus said. “That is, for the entire town of Vallarta to be seen as those of us in my generation who grew up here remember it — all white, tiled, with all the houses the same, not as it is today, where some are one color, others another. We want to standardize the entire image and encourage many more tourists.”
Several piers have recently been completed along Jalisco’s coast, including in Quimixto, Punta Pérula, Melaque and Boca de Tomatlán.
The state government plans to construct more piers along the coast in Mismaloya, Las Peñas, Yelapa, Chimo, Bahía de Tehuamixtle and Bahía de Navidad.

Jalisco Approves New Fee For Foreign Tourists In Puerto Vallarta
Foreign visitors traveling to the popular beach destination of Puerto Vallarta on Mexico’s Pacific Coast will soon be required to pay a tourist fee under a controversial new law recently approved by Jalisco’s Congress.
Deputy Gabriela Cárdenas from the Movimiento Ciudadano (MC) party and president of the Finance Committee said that the collected funds will be allocated to a trust fund for infrastructure projects to “dignify the port of Puerto Vallarta.” These projects will include improvements to streets, public spaces, plazas and the tourist strip.
The new tax exempts foreigners residing in Puerto Vallarta, foreign tourists under 14, people with disabilities, tourist guides, tour operators, airline and cruise ship crew, and workers in the tourism industry.
Estimates suggest that Puerto Vallarta will collect between 300 and 500 million pesos (US $14 to $24 million) of funds from the new tax.
Deputy Yussara Canales of the Green Party (PVEM), who represents Puerto Vallarta in Jalisco’s Congress, questioned the proposal. She argued that no state has the faculty to impose taxes on transit through the territory and even deemed it “unconstitutional.”
“[This is] a tax on the transit of people, disguised as a fee for the use of services, welfare and municipal public spaces,” she said.
Indeed, article 117, fraction V of the Mexican Constitution says that “under no circumstances,” can states tax the “free transit of people or things that cross its territory.”
Currently, each foreign tourist entering Mexico pays a fee of 717 pesos (US $35) to transit or remain in the country for up to 180 days, without permission to engage in paid activities. This fee, dubbed “Non-Resident Tax,” (DNR) can only be collected by the federal government.
Until 2023, the Federal Tax Law (LFD) allowed 20% of the amount collected by DNR to be allocated to the National Migration Institute to provide migration services. The remaining 80% was allocated to the country’s planning, studies, infrastructure and tourism projects.
Since 2024, the funds collected from the DNR have been allocated to infrastructure works by the army, such as the Maya Train.
The new LFD also requires every cruise ship passenger docking at Mexico’s ports to pay US $42 passenger fee starting July 1. The DNR didn’t previously apply to cruise ship passengers stopping in Mexican ports, as they would, on average, stay in the country for less than eight hours.

Jalisco Honors 200th Anniversary As Mexico's First Free And Sovereign State With Culturally Significant Events Planned Throughout The Year
The central Mexican state of Jalisco will mark a historic milestone on Friday, June 16 as it celebrates the bicentennial of becoming the country's first free and sovereign state. Under the banner of "Somos Jalisco, 200 Años Libres y Soberanos" ("We are Jalisco, 200 Years Free and Sovereign"), the festivities mark the historic day in 1823 when members of the Board of the Provincial Council of Guadalajara convened an unprecedented session to declare Jalisco the first established free state in the newly-formed Mexican Republic.
