Jalisco Approves New Fee For Foreign Tourists In Puerto Vallarta

Foreign visitors traveling to the popular beach destination of Puerto Vallarta on Mexico’s Pacific Coast will soon be required to pay a tourist fee under a controversial new law recently approved by Jalisco’s Congress.

Deputy Gabriela Cárdenas from the Movimiento Ciudadano (MC) party and president of the Finance Committee said that the collected funds will be allocated to a trust fund for infrastructure projects to “dignify the port of Puerto Vallarta.” These projects will include improvements to streets, public spaces, plazas and the tourist strip.

The new tax exempts foreigners residing in Puerto Vallarta, foreign tourists under 14, people with disabilities, tourist guides, tour operators, airline and cruise ship crew, and workers in the tourism industry.

Estimates suggest that Puerto Vallarta will collect between 300 and 500 million pesos (US $14 to $24 million) of funds from the new tax.

Deputy Yussara Canales of the Green Party (PVEM), who represents Puerto Vallarta in Jalisco’s Congress, questioned the proposal. She argued that no state has the faculty to impose taxes on transit through the territory and even deemed it “unconstitutional.”

“[This is] a tax on the transit of people, disguised as a fee for the use of services, welfare and municipal public spaces,” she said.

Indeed, article 117, fraction V of the Mexican Constitution says that “under no circumstances,” can states tax the “free transit of people or things that cross its territory.”

Currently, each foreign tourist entering Mexico pays a fee of 717 pesos (US $35) to transit or remain in the country for up to 180 days, without permission to engage in paid activities. This fee, dubbed “Non-Resident Tax,” (DNR) can only be collected by the federal government.

Until 2023, the Federal Tax Law (LFD) allowed 20% of the amount collected by DNR to be allocated to the National Migration Institute to provide migration services. The remaining 80% was allocated to the country’s planning, studies, infrastructure and tourism projects.

Since 2024, the funds collected from the DNR have been allocated to infrastructure works by the army, such as the Maya Train.

The new LFD also requires every cruise ship passenger docking at Mexico’s ports to pay US $42 passenger fee starting July 1. The DNR didn’t previously apply to cruise ship passengers stopping in Mexican ports, as they would, on average, stay in the country for less than eight hours.

Travelore News: Puerto Vallarta To Start Re-Opening On May 18th

PUERTO VALLARTA  – The city of Puerto Vallarta will start its reopening process on May 18h as the State of Jalisco enters Phase 0 of its COVID-19 recovery plan on Monday, May 18. Phase 0 will last at least 15 days and allow for the gradual return of some economic activities. It is the first step in preparing protocols for the next phases of the plan. During this time, social distancing, and the use of face masks outside the home will remain mandatory. Stores, public roads, and businesses previously deemed non-essential that are linked to supply chains are allowed to operate at 50 percent of capacity. Select businesses that do not generate crowds and adhere to social distancing guidelines will also be permitted to open.
 
Beaches, public spaces, shopping malls, bars, and nightclubs will remain closed. Restaurants and cafes that commit to applying established sanitation and safety protocols may operate at 50 percent of their capacity.
 
Hotel services such as access to swimming pools, bars, gyms, beach clubs, and private beaches remain suspended at this time. Cleaning, sanitizing, and disease prevention measures are in place at Puerto Vallarta International Airport, the cruise port, on public transportation, in supermarkets, and in government offices which are providing limited services. Local authorities are working closely with the travel sector to progressively implement updated protocols to support the transition to the next phase of recovery.

JALISCO, Mexico -- Charrería, Mexico's national sport and an UNESCO-designated Intangible Cultural Heritage of Humanity, will take center stage in the state of Jalisco this September when Charros de Jalisco, Mexico's first-ever competitive charro group, celebrates its 100th anniversary. More than a form of rodeo, charrería is a way of life in Jalisco, originating from Mexico's herdsmen culture of the 1500s and passed down through generations. Travelers interested in experiencing a taste of one of Mexico's oldest cultural traditions can participate in the following activities:

CHARRO CHAMPIONSHIP
Guadalajara, Jalisco's capital city, will host the Charro Championship September 10 – 20 at Lienzo Charro Jalisco arena. During this 10-day competitive event, visitors will have the chance to watch Jalisco's top charros perform impressive feats including lasso work, horse training, bull riding, and the "El Paso de la muerte" where riders jump from a trained horse to a wild horse at a gallop. Escaramuzas participate in all-female competitions that feature eight riders dressed in traditional attire performing choreographed, synchronized routines, all while riding side saddle.

GRAND PARADE
On September 14, visitors can view one of the celebration's most-anticipated events, the Sanctuary of the Virgin parade which will recount the history of charrería, ending in Guadalajara's Lienzo Charro Jalisco. The parade gives visitors a prime opportunity to see the traditional attire of charros and escaramuzas up close. Custom made outfits consist of perfectly tailored leather pants, matching vest and short jacket, silk bow tie, and sombrero for the charros and colorful dresses or blouses with full skirts and sombreros for the escaramuzas. A full schedule and parade route will be confirmed in the coming months.

EQUESTRIAN SHOW
Other scheduled activities in Guadalajara include an equestrian show titled "Charrería Pasión y Revolución" that will take place at Lienzo Charro Jalisco on September 11 and September 18. Tickets will be available for purchase one month in advance of the event.

LANDMARK CHARRO VISIT
For the first time in history, the Charros de Salamanca from Salamanca, Spain, the forefathers of the Charros de Jalisco, will visit Guadalajara on September 16, the day of Mexican Independence. While in Guadalajara, the Salamanca charros will host programming to share their culture with locals and travelers in Guadalajara. More information on their schedule will be available in the coming months.

CHARRERIA YEAR ROUND
Visitors who can't make the anniversary celebrations can still experience charrería through a variety of other activities offered in Jalisco year-round. The Charros de Jalisco team practices every Sunday at noon at the Lienzo Charros de Jalisco arena. Spectators are welcome for an entry fee of 50 pesos (US$3). The arena is currently undergoing renovations and is slated to re-open prior to February 14 for a nationwide tournament. Other annual events include the children's charro championship, which will take place April 30 – May 2, and the women's championship, "Feria de escaramuzas," to take place May 8 – 10.

Visitors can also book guided group or private tours of Lienzo Charros de Jalisco in English. Andares de México offers "Charrería Tour, World Heritage of Humanity" organized by a member of the Charros de Jalisco team, and Panoramex offers guided tours that give participants the chance to tour the stables, view the charrería, and ride one of the horses boarded at the arena.

In Puerto Vallarta, Canopy River offers "Fiesta in the Mountains," which brings visitors through rural areas outside of the city to learn about the traditions and customs of Jalisco at fairgrounds featuring games, local food, live mariachi, and charrería.

In the town of Tequila, Mundo Cuervo's Centro Cultural Juan Beckmann Gallardo houses "The Essence of the Land," an exhibition exploring charrería's history in Jalisco.

Puerto Vallarta’s Historic Center Declared A Cultural Heritage Of The State of Jalisco

Puerto Vallarta – Puerto Vallarta’s Historic Center is now a protected Cultural Heritage of the Mexican State of Jalisco. The declaration was made by the state’s Department of Culture on July 21 via the official journal of Jalisco and makes the center of the city a protected area, with all the rights and privileges of a heritage protected by state and federal laws. The recognition includes the area from the beginning of the Malecon — where the oldest hotel in Puerto Vallarta, the hotel Rosita, stands — and continues to the cobblestoned Romantic Zone and up to the historic Conchas Chinas neighborhoods. Each area is of special historical significance to Puerto Vallarta,Jalisco and Mexico, as well as the essence of the port city, which is in the midst of celebrating its centennial.   According to the State of Jalisco, this proclamation is a step to further preserve the architectural elements of patrimonial value and image and essential characteristics of the typical town on the seashore, one of the unique qualities of Puerto Vallarta, known as the “most Mexican” beach destination.    “Puerto Vallarta’s historic center is the heart of our city and a major attraction to our visitors and, like all world heritage sites, it must be recognized as an irreplaceable part of our legacy,” said Javier Aranda Pedrero, Director of the Puerto Vallarta Tourism Board. “We applaud the actions taken by Jalisco’s Department of Culture and welcome everyone to enjoy this iconic part of the city.”   The center of Puerto Vallarta is much loved by the people of Vallarta and appreciated by visitors, as it retains authentic characteristics of a traditional Mexican town, in its cobblestone streets and colonial architecture. Flights between California and a major Mexican tourist destination were canceled Friday as a monster hurricane crawled north through Central America.

A dozen flights between Puerto Vallarta and Los Angeles, San Francisco, Orange County and San Diego were canceled Friday due to Hurricane Patricia, a Category 5 storm that forecasters say is the strongest ever recorded in the Western Hemisphere.

Four of the flights were to or from Los Angeles, four were connected to Orange County, and the remaining four were to or from San Francisco or San Diego, according toFlightaware.com

A total of 31 flights connected to Puerto Vallarta, in the state of Jalisco, were canceled. There was no indication if flights would be canceled over the weekend as well. By then, the storm could be on the Texas coast.

According to the National Weather Service, Hurricane Patricia gained unprecedented strength overnight as it headed toward Puerto Vallarta, where its forecast to make land fall by Friday evening.

The storm’s sustaining winds are blasting at about 200 mph with gusts at nearly 250 mph, the National Weather Service said. In Mexico, a state of emergency was declared for several states, including Jalisco, Colima and Nayarit, theAssociated Press reported.
